Appreciation in Municipal Property over Time

The aim of thesis "Appreciation in municipal property over time" is the selection of the most suitable variant of financing the investment project. The project solves the reconstruction of the existing unused House of Services at the Community House of Seniors. The theoretical part of the thesis deals with the functioning of public administration and territorial self-government, public and mixed goods. Municipal budget and revenues of territorial budgets. Furthermore, project funding, grant titles and project preparation and implementation are mentioned. The practical part deals with ways of financing an investment project using bank products, where the use of state subsidy is also used. The calculations take into account income from regulated and market rents. Variants are compared to find the most appropriate funding option for this project.

Proposal for decrease in costs results from hypothesis which says that in public sector there is allways possible to save financial means. The Proposal for Improvement of the Economic Situation of the Municipality Nové Sedlice

The main topic of the Diploma Thesis is Accountancy of towns and villages. Specifically, it focuses on improving the management of the municipality Nové Sedlice. The aim of this work is to define basic terms and relations associated to the budget topics of the village. Individual chapters focus on municipal budget and income & expenditure, and point out some of the basic patterns and relationships between them. The Thesis also examines the development of individual items of the Income & Expenditure Budgets of 2009-2014, trying to find effects that influence the development of these items, and reveal whether there are any financial reserves in the budget which can be further used for community development.

The bachelor’s thesis deals with management evaluation of the municipality of Puklice in the years 2010 to 2014. The thesis is divided into four parts. The first part defines the problem and objectives of the thesis. The second part contains the theoretical background to the thesis. The third part consists of basic information about the municipality of Puklice and analysis of the municipality budget. The fourth part contains a proposal to finance a project of a sewer system and wastewater treatment plant in the Puklice and Studénky neighbourhoods.
Assessment of housing opportunities in Prague and Brno

This thesis deals with possibilities of living in two biggest cities in the Czech republic, which are Prague and Brno. In the first part is stated definition of investment, structure of local self-government, regional policy and regional development. This serves as the background for better understanding of linkage between different regions, definition of territorial units, and means how regions are developed. In the next part of this thesis are mentioned basic indicators for the whole Czech republic, including trend in prices of properties, which is important for assessment of living possibilities. This is the background for evaluation of chosen locations against Czech Republic. In the next chapter is analysis focused on chosen locations, based on data of whole Czech Republic as well as data focused only on these two locations and its surroundings. The conclusion is that Prague has special position in Czech Republic. There are broad working opportunities, high incomes, but also high living expense. Brno is not as high as Prague in evaluated indicators, but in comparison of whole Czech Republic is still on the top. It is necessary to take into account higher living expenses in both Prague and Brno but on the other hand compared to other regions, offered possibilities and services are on high level.
Decomposition and time development of expenditure, investment and other public sector indicators in the Czech Republic

This thesis examines the decompositions of public expenditure and investment between individual governmental levels in the Czech Republic for the period between 2017 and 2020, studies inequalities across municipalities in terms of public expenditure and its components and attempts to offer solutions to inefficiencies arising from high territorial fragmentation of the country. The results show that the role of subnational governments in public spending and investment decreased. Within the subnational level, some resources were allocated from municipal to regional governments. Expenditure per capita across municipalities follows a U-shaped curve, indicating that, for the smallest municipalities, costs tend to be relatively high, especially in the case of administrative expenditure. This issue could be mitigated by implementing policies that would incentivise merging small municipalities into larger ones.
Fixed Assets in a Selected Municipality

This bachelor thesis deals with the topic of fixed assets in a selected municipality. The aim of the thesis is to analyse fixed assets in the selected municipality and, on the basis of the facts identified, to propose possible ideas leading to improvement of the existing state of assets and management. It focuses on the position of the selected municipality in property issues. It also analyses the composition of the municipality's assets using vertical and horizontal analysis and specifies the most important components of the property. In addition, the responsibility associated with the management of assets, the management and analysis of the internal organization directive of fixed assets are analysed. The outcome of the thesis is to evaluate the situation of the municipality and to suggest options to improve the current situation.
Constitutional quarantees of territorial self-government

Constitutional guarantees of territorial self-government Abstract The aim of this diploma thesis is to present selected institutes of constitutional and administrative law, which are connected with territorial self-government and which guarantee territorial self-governing units their existence and functioning, analysis and evaluation of application of these institutes in practice, warning of their potential difficulties, or proposal their modifications or improvements so as to provide sufficient legal guarantees for independent activities and the existence of local self-government in the Czech Republic. The method of selective literary research is applied in the diploma thesis. Materials related to its topic are used for the elaboration of the work, mainly works from the branches of constitutional law, administrative or municipal law, corresponding legal acts and comments. The control of the Supreme Audit Office over territorial self-governing units

Different countries are at varying degrees centralized and need for their activity especially financial and personnel resources in conjunction with the well-defined management processes. In general, both at central and decentralized levels are managed entrusted funds. Therefore it is need in the public sector to set the functioning internal and external control mechanisms. In the Czech Republic, oversees the management of state property and the state budget independent (external) body - the Supreme Audit Office (SAO). This institution has no power of control over the management of local governments or public entities. The issue of extension of SAO competencies is currently highly debated. This work is focused on the possible extension of the SAO competencies towards local government. Author compares and evaluates current opinions about possible amendments to the Constitution and the Law on the Supreme Audit Office towards control of local governments. Fears of the representatives of local government mainly concern the possible limitations of the constitutionally given right to self-government. Success Factors and Barriers for Climate Protection Projects in the Selected Czech Cities

Cities are important actors in global climate protection. Almost 80% of global CO2 emissions are produced in urban areas. At the same time cities are in a good position to bring out innovative solutions. Local initiatives in the Czech Republic often take an implicit form: they don't aim directly at reducing greenhouse gas emissions. This paper analyses nine projects in the building sector, which have been implemented by Czech cities. It looks for factors that have contributed to the initiation of studied projects and facilitated or inhibited its implementation. Factors have been gathered throughout semi-structured interviews. The research have revealed two relevant barriers and twelve success factors, which have been classified according to the thematic categories: "Economics," "Livability," "Politics," "Institutions," and "Information." Most of them concern the category "Information," while none of them concerns the category "Livability." The research outcomes can serve as an inspiration for other cities and also for actors shaping conditions for local climate protection, in particular NGOs and central government.
